David Voices Concern Over NYS Comptroller Retirement System Plan

Rich David has voiced serious concern and reservation over New York State Comptroller Thomas DiNapoli’s plan to have local governments absorb the $44 billion dollar shortfall that has recently impacted the NYS Retirement System.

In the last week of May, 2009, the comptroller announced the values of assets held by the state pension fund dropped 26% last year, and added that the drop could mean increases of more than 10% in property taxes for many municipal governments. By mandating that local governments collectively absorb this multi-billion dollar loss by increasing local property taxes is completely unacceptable and irresponsible and will push cities that are on the verge on insolvency to the brink of bankruptcy. David is urging the Comptroller to look at different options than this massive increase that will break the backs of communities large and small across New York.

David Applauds Cuomo's Consolidation Proposal

Mayoral candidate Rich David applauded the quick action of the New York State Legislature for quickly approving New York State Attorney General Andrew Cuomo’s proposed “New N.Y. Government Reorganization and Citizen Empowerment Act.” A comprehensive legislative package will simplify the process across the state, thereby making consolidation at the local level more feasible. Communities across New York face common fiscal challenges and its imperative we not only identify but take action on initiatives that will streamline government operations and thereby save taxpayer’s money.

The reforms David supports are:

(1) The Act establishes “uniformed, simplified and streamlines procedures”

(2) The Act empowers governing bodies to initiate consolidation and dissolution processes for all covered
local government entities

(3) The Act empowers citizens to place consolidation of dissolution on a popular ballot

(4) The Act clarifies the petition process

(5) The Act establishes a uniform signature requirement across NY

(6) The Act authorizes counties to abolish entire units of local government
