David Outlines $700,000 In Personnel Cuts That Can Immediately Be Made In The 2010 Budget

CITY OF BINGHAMTON, NY - On August 27, Mayoral Candidate Rich David outlined more than $700,000 in personnel and other cuts that he believes should be immediately made in the 2010 City budget. The $700,000 in savings he has identified for the 2010 budget is only the first in a series of specific recommendations that he will make. The majority of these positions were either added or recreated by Mayor Ryan over the course of the last four years and should be eliminated immediately. There are also a few traditional positions that have transcended administrations that David identified for cuts that could be absorbed by the respective department without impacting services.

Concern Over Police Cuts

CITY OF BINGHAMTON, NY - Binghamton Mayoral candidate Rich David urged Mayor Ryan to reconsider his proposed cuts of 13 police officers. Instead David highlighted his proposal to eliminate patronage and administrative positions that Mayor Ryan has added or recreated over the past four years to prevent rank and file officers from being cut.

“At a meeting with City Council last week the Chief of Police expressed his concerns about cutting the Department,” stressed David. “The Chief said that the Mayor’s cuts will; “increase officer fatigue and overtime and make maintaining services more difficult”. “The Chief added that “everything can’t stay status quo”. Binghamton is a safe community and the reason is because we have a well staffed, well trained and competent police force. What do you think will happen when you start taking officers off the street? The Chief’s insightful statements concisely sum up the concerns that I have.”

The Binghamton Police Benevolent Association (PBA) recently released statistics showing violent crime has increased by 57% since 2005. The apprehension of the PBA and the concern of the Chief of Police underscore the need for Mayor Ryan to reevaluate, rethink and reverse these cuts.

“It is vital the City maintain a full court press against criminals who want to plant roots in our city, said David. “Quite simply, this is not the time to cut police officers. I believe doing so will negatively impact public safety.”

“Mayor Ryan inherited a City with a solid and professional Police Department who were successful in fighting crime and achieving results for City residents,” continued David. “Public Safety is one of the cornerstones of the services the City provides. Maintaining public safety and protecting our neighborhoods is a top priority of mine.”

David recently proposed eliminating 13 administrative positions that would save approximately $700,000 annually, including an Assistant Police Chief.

“If we eliminate any positions from the Police Department, it should be an administrative position such as an Assistant Chief with a compensation package of approximately $91,000 in salary and benefits,” added David. “This could keep two entry level probationary police officer positions on the street. Eliminating patronage and administrative positions in other Departments would also allow the City to keep officers on the streets protecting our City. As a former Deputy Mayor I know that cutting police sends the wrong message at a time we are trying to attract new families and business.”
